INFORMATION
The Government of Moscow jointly with the UN Human Settlement Programme (UN-HABITAT) is planning to hold the Experts Group Meeting "Urban cadastre as a tool for sustainable urban development (City of Moscow as a case study)". The Meeting will take place in Moscow within the period October 25-27, 2005.
The receiving party is the Architecture and Town Planning Committee of Moscow. Venue: Radison SAS Slavianskaya Hotel and Business Center (Berezhkovskaya nab., 2)

The Meeting will be attended by prominent Russian and foreign experts in the field of application of information technologies in town-building, specialists on the problems of sustainable development of settlements, leading developers, investors, architects, representatives of governmental and municipal authorities.
During the Meeting the participants are supposed to be acquainted in details with the unique experience of Moscow in creation and practicing of the urban cadastre system, level of development of similar systems in the world, prospects and particularities of their application when solving the problems of sustainable development of settlements and improvement of investment attractiveness of the same.
The main themes:
- Master plan of Moscow - the analytical prognosis of the sustainable development of the biggest metropolis.
- Town building regulations - the system of the legislative control of an urban area utilization (zoning, limitations, encumbrance, servitudes).
- Land management, land cadastre - the system for the investors' interests protection given observance of balance between public and private interests. Private property on land, land market.
- Reasonable and harmonic combination of the town building regulations and land management, lucidity and transparency of the land acquisition procedure, participation of public organizations in the decision-making - the prime elements of the favorable investment climate.
- Civil society - the system of public supervision over the authorities' activities in elaboration of the strategy of a metropolis' sustainable development (creative unions, Academy of Architecture, citizens' associations).
- Urban cadastre of Moscow as an example of a successfully functioning tool for sustainable urban development. Information backup for accepting well-founded managerial and investment decisions. Potential of utilization of ideas and experience of the Service of the urban cadastre of Moscow for application in the other countries and cities.
- International cooperation in the field of providing sustainable development to settlements as an instrument of progressive technologies expansion.
